She was completely unprepared and did not show the ability to be nimble enough to catch on. If you look at qualifications as simply being meeting the criteria for the job, then sure, she was qualified. If you look at it as having the intellect, perspective, experience and judgment to handle the job, then I don't think she was.
I'm withholding judgment about Caroline. I think senator is a completely different position and I think she is probably smart enough to learn it on the job.
