Everyone has different criteria for how to do their own rankings. I do not think Steve is second most likely to win the game. We are not to that stage yet. I do, however, believe him to be the primary decision maker of his tribe, which is why I view him as the second most powerful player. If Rob's tribe gets numbers, Steve drops all the way down to 8 or so in that even the worst player on the dominant tribe is better positioned. If Steve's tribe gets number, I push him up to #1 over Rob. That's the way I evaluate the situation until we move to the third act.
