Body fat / distribution / exercise lyc questions inside

We've touches on this a little before, but I need some advice b/c I don't know what exactly to do.
Before Christmas I was weighing in the upper 160s (and looking it, really skinny face, scrawny arms, etc. My brother threatened a Sally Struthers 'please feed needy ty97' informercial)
Now, I'm back to the low 180s which is fine -- that's where my goal weight is. But my face and arms are still basically in the same situation...and all of the weight is distributing right in my gut (tmi? My gut has a lot of leftover unused fat cells ready to handle that business)
Ideally, I'd like to do two things.
1. Constrain the gut expansion, whether that means firming, aerobic exercise, whatever? But I'm clueless what to do here.
2. More evenly distribute fat around my body rather than all going right to the gut.
I know there are ways to accomplish #1, I think #2 might not be achievable. I'd love advice for either.
I'm not looking to build muscle or gain weight, just address the body.
