I've always been taught that #2 is next to impossible.

Increasing muscle? Yes, you can do that in isolated areas.
Burning fat? Next to impossible. As you burn calories through cardio, the fat loss will be distributed throughout your entire body.
If you're just interesting in shaping and toning, focus on core muscle groups and more repetitions. (2 sets of 20 at a lower weight instead of 3 10's at a higher weight)
