it's not necessarily a 'colour theme', it's a guidebook of what they want the character to wear.

different wardrobe people do the buying, do the styling, do the dressing. there is a guidebook for each character so that no matter who is outfitting them, there is a consistency.

it could be as simple as 'ziva looks good in greens', so they use that as an easy go-to when shopping.

(in real life you know what you like, you know the colours you like, you know what you WON'T wear. someone else dressing you doesn't know that. that's what the guide is for - character consistency.)
