Windows 7? Right-click blank space on desktop. Choose Personalize > Change desktop icons > Check Recycle Bin.

Windows XP:
right-clicking blank space on desktop > choose Properties > select Desktop tab > click Customize desktop > select Recycle Bin (full) > Click Restore Default; repeat with Recycle Bin (empty)
