Kim Campbell's "Elections are not a time to discuss issues," from '93 should probably be up there too.
(Rounding out, I would include Standfield's dropped football in '74 - as ridiculous as that was being a gaffe, Stockwell Day's Niagara Falls in '00 and Turner's "I had no choice" from the '84 debates.)
(I'm assuming it'll be more recent events.)
