Or maybe it's because the people are so poor there that there's not enough tax money coming into the county to fix the roads?

My best friend from jr. high and high school teaches school in eastern Kentucky coal mining country. It's a one room school, handles k-12 and she's had as few as 7 students and as many as 34. The county is so poor that she buys all the stuff for her classroom. When she goes to the "city" to shop, she goes to Harlan (which isn't 30 minutes from Lexington the way it's dipicted on the show-it's more like 3 hours). The people there are so poor it's unbelieveable.
