Although, granted, while de facto, I don't believe English was ever enshrined in law. But then, this whole point is moot if it's in reference to English being subverted by Spanish in the U.S., as English is not "the law of the land" in the U.S., either. There is no "official language" in the U.S. Just a de facto language.
