I think there's a fine line in some cases between politics and illegal behavior.

Nobody would think it would be illegal for 2 politicians to agree to vote in favor of each other's bills. I don't think it crosses the line (though I think it's ashame and misguided) for Blago to consider which senate pick will be best for him politically. It's another to insist on campaign contributions or high paying jobs for his wife in exchange for the seat. It's not easy to draw the line, but there is a line.
