I'm on a scholarship board and don't know how to evaluate one applicant. Help please.

Basically, I read a bunch of student packets and give them a rating from 1 to 10 on a couple of areas. Financial need, prior academics, academic potential, personal essay, and "...integrity and values worthy of ___ Institution"

I can do the two academic ratings easily enough, but one girl talks rather candidly about prostituting herself to pay for her education. Uh, TMI! Her financial assessment puts her roughly in the middle, so without the TMI she'd get a 5. The essay was decently written, so without the TMI I'd give her a 7.

If you took the TMI into account, what value would you give for financial need, personal essay and the values statement.
