actually to go back a step with your example, abstinance only programs will just put up the sign saying "NO SWIMMING" and offer no assistance. this

would make all those kids who want to be defiant to swim till they die.
mark teh water hole "NO SWIMMING" leave life jackets around for those who can't help themselves, AND teach/show the kids why this water hole is dangerous. this will be a whole lot more effective than just a sign saying not to do it
