Yes, sex in pre-teens is a bad thing. Yes, *pregnancy* in pre-teens is a worse thing.

Education is the key.
Not teaching kids about sex, contraception, disease, etc. for fear they'll have sex misses the point that they'll have sex anyway.
Education and access to contraception is the key. Strongly discourage sex, but give the kids the tools to be safe if they ignore admonishments not to engage in sexual activity.
