oooh, that's tough. i firmly believe in the the 'you can't ask' rule, so i think in this case i would *call* my friend to regretfully decline

and say "i'd love to come, you know I would, but i promised Bob we'd do something together this summer and i can't go to your wedding alone and still go away with him."
at which point the bride has the chance to say 'oh, bring Bob, i only didn't include him as I didn't want you to incur extra expenses' or something. if the bride DOESN'T, well, then, you've declined politely.
