Instead of working off the last year in the same month (when they read the meter) they were working off the estimate from the month before and the one before that so the only real reading in the whole thing was the one in August. had an interesting "discussion" with the women in the office.

They only had to read the meter 2 a year. They read it about 6 times, all in the spring and summer.
