STIS: If you put up a website, asking for money, for yourself to send you to another country...if you don't use that money for that, is it fraud?

So, for instance, "Send me to Africa, so that I can do God's work. It's my calling." [For 6 months]
And, then you use that money to move, for instance, and don't go to Africa.
Legal ramifications or if people just give you money, it's just like getting a handout at the side of a traffic light?
