Forbes has the best/worst job markets. None appear to match your preferences or the suggestions.

As for Portland (and Oregon), yeah, schools are lacking funding a bit, but if you live in the move affluent areas, that's less of a problem. Finding a job depends on your skills. If you're looking for a teaching job, good luck with that. But drive through Lake Oswego (suburb of Portland) and tell me you're not in love. Hell, just do a Google Streetview of Lake Oswego. So many trees, you'll wonder where the buildings are (they're behind the trees).
