The Patreus pick is exactly what I'm asking about...why take a highly regarded General and put him in charge of spooks when the job you're hiring for

is tailor-made for a highly respected military commander; someone who'll know what it takes to get the job done and where the job'll need to get done.
Instead, they put him in charge of running the spooks.
This is the definition of complicating things needlessly.
