Apparently, Chicago thinks I live in a blighted area. I spent the weekend trying to understand Tax Increment Financing (TIF) districts.

I learned a few things:
- Apparently half of Chicago is 'blighted' based on the vast number of TIFs. My area certainly shouldn't qualify.
- I think I hate the TIF concept.
Responses:
well, your building may not be blighted, but a certain amount of structures within a region could be blighted, as defined by the state TIF statute.

I have no doubt that the district as defined qualifies* under the state statute definition.
