I have no doubt that the district as defined qualifies* under the state statute definition.

*or, at least, that it qualified 10-12 years ago when this TIF district was initiated.
But the district is no way, no how blighted currently my any reasonable definition of the word. It's not Fifth Avenue, but it's doing just fine.
