I must update myself. Since November , 2009, the EU elected, per their Lisbon treaty, its first official President, and a foreign secretary.

They chose to make the President of the European Council the official President of the European Union. So, I guess that was the position Arnie was debating last year, then (when it was reported that he was reviewing his political options, including "President of the EU). The WaPo describes this as bullying of small member states (including Denmark?)
Perhaps your government is misrepresenting things, in order to appease its population, but the EU has a President, and currently, the name of that President is Herman van Rompuy (not Pompuroy.. )
