This should be true. My friend just moved into a new apartment where Comcast had said they had activated the cable, but

when he plugged in it wasn't working, and he called back and said "you didn't do what you said you did." It turned out that somehow they had activated one jack but not the other. I don't know how that works. But they then activated the other jack for no additional charge at least.
