usually they just close the gates and let go the staff, at least for a few years, then restart maintanence is a bitch

place is vandalized by partying punks, pillaged for anything salvagable like copper wire by meth addicts, worst case senarios, not too much of a problem in CA but winter freeze breaks water pipes and most buildings need to be bulldozed and replaced due to mold.
its one of those stupid cost saving things that end up costing more money later.
