I'm sorry to hear that, but I can state with certainty that you can never trust what the CSR on the phone tells you when it comes to TV service.

You did the right thing to ask the utility guy. You may have considered asking a neighbor, too.
Often, the service maps used by the CSRs are out of date (and don't even bother trying to use a company's web site to determine what service is available). This applies to anyone and anything, really. When it comes to picking up the phone and having to call someone about something, I don't believe what I'm told until it becomes reality. I've had horrible experiences with Comcast, for instance.
On the bright side, after a year of DirecTV, you can switch to U-verse, and you might even get newer hardware than if you signed up today. Also, although I've heard magic things about the U-verse DVR system, if it's anything like Fios, you'll also be able to use that Tivo you're going to buy.
Although, if you do the math, you may want to just cancel DirecTV (how long have you had it? maybe there's a trial period you don't know about). If you add up the cost of Tivo hardware and subscription, maybe you should just cancel DirecTV. Also, since the Tivo HD works only with cablecard (not satellite dish), you're not going to record any HD with that Tivo (if that was your plan). So bite the bullet and cancel (just make sure that what the utility guy told you was true, first).
