Semi-related: Why has this guy Rob been on the show four times? Is no one else auditioning to get on or do people love him that much?

He was such an asshole, not just because he's from Boston, when I saw him on The Amazing Race that I spent most of the season rooting for him to get eliminated.
Seems a bit wrong to have someone keep coming back when so many other people want a chance to be on the show. Even if it was an "all-star" season, he had three chances before that. Move on and use other people.
I had the same problem with TAR when they brought back Uchenya(sp) and his wife. No way they should being back a couple that had won previously.

The answer is simple: he's the most talented Survivor player ever.
