I'm a huge supporter of both personal and government fiscal responsibility, but we have no details for this.

there's no saying if they bought things they couldn't afford/were being irresponsible in that or other ways.
maybe they waiting for cash to become liquid? there are reasonable explanations.
in any case, it's not like he was off gambling that much money away when there was a mortgage to be paid or something.
