Not necessarily. When setting it up, I think it asks where you wanted to save contacts to.

Yup. He needs to check his settings. A new phone with Google Apps will back up our contacts to Gmail too. -- nm

Yep. You should be able to switch phones just by moving your SIM, so long as the phone isn't locked and works on that network. -- nm
