They've paid players to return in the past. One of the reasons Brian, the terrible winner, didn't come back is that his asking fee was too high.

Sandra gets brought back for the simple reason that she's won twice. She has nothing to gain personally and in fact her reputation will be damaged by her (presumably inevitable) elimination. So, they would have to drive the Brinks truck up to her door to get her to play.
