Agreed. I expected more action throughout but it was still an enjoyable game.

I'd give it a B overall. The story and graphics were great, I'd lower my grade if they weren't so good, but the action was weak and the controls weren't very good. Driving was fine but how much fun is it having to drive safely the entire time?
