There are good reasons you never see it in the NFL.

Would you be happy if your team's GM came out and said he didn't get the player he wanted? Wouldn't you question why he didn't trade up to get his guy? And then he would face criticism if either were a bust.
There also seems to be some rules against commenting on other teams players. I don't know if that applies to players who were just drafted.
That said, I could see it happening if there was another botched trade like the Ravens/Bears fiasco and the team trying to trade down missed their guy.
