How so? I don't understand what you mean by "hack" in this context.

He was easily one of the most idealist presidents and least indebted to special interests ever. His determination to not play Washington politics was the reason he couldn't get anything done. He was clearly ineffective because he wouldn't play ball. In what context was he a "hack"?
