was the affair over? or was he still sleeping with her while feeling like he's 'single.'

if they are still in any sort of relationship then he's a bit of a jerk and did mislead her. if the affair was over and there was no recent contact, then she is sort of making a big leap that this is a logical option.
he needs to take some ownership as to why she thinks this is the 'next step.'
however. regardless of WHY she thinks this, he needs to set her straight and take the blame for having said things previously that he didn't actually mean. So, tell her the truth, that he is no place to be a good partner to anyone right now and he hopes she will take some time to come to terms with her own divorce before trying something new as well.
