is there a way to anchor an hlookup like I can do with a vlookup?

like, HLOOKUP(F9,'FN 6. UP260'!4:21,18,0) won't let me do HLOOKUP(F9,'FN 6. UP260'$!4:$21,$18,0)

am I dim?
