I know THE BEST activity for kids in the summertime, but I don't know if you can find a way to do it indoors.

Put some water in a container, give the kid a paintbrush (smallish but not too small) and let them "paint" stuff with water. Excellent outside, of course -- painting landscape rocks was a popular game.
