not sure what UPS can do for you on this, but you do have the tracking number, so that's a start. Call them up and see is the best answer I can give.

If that doesn't work, dispute the charge with the CC company.
Also send an email to the company. And try to track down the number and email of someone in charge of customer relations or public relations, someone with pull and get in charge with them.
