Cause if literally half the rotation goes down, then yeah, I can see Harvey possibly getting called up.

Grrr. That's too iffy then. He's got a 50/50 shot at a Sept callup if everything goes as planned.

Yeah, but this is Harvey's first professional season. Not like a HS draftee who's spent 2-3 years working his way up the minors.
