Well, no, in the Google context, they're the same thing. You can have them in your address book but not in a circle, as the "lowest level," so to

I guess my question is, why move them to the next level at all.
If you want to share a limited amount of stuff with them, I guess you might put them in a "Limited" circle or whatever you want to call it. But when you open that circle, you'll see everything they post. And if they're a douche, my instinct would be, don't put them in a circle at all.
