I understand your sentiment and am obviously not following the advice that I am simply repeating here because it sorta tied in with Ty's post.

Think of this as advice that's written to someone desperately trying to find more time in their lives to be productive. This isn't saying "news is dumb", but instead saying "most of the news is probably inessential to your hectic day-to-day life."
I'm sure Tim (the book author) would concede that yeah, if you've got a bunch of spare time, then being a news junkie is an entirely positive use of that time.
