the first year they did it, it was before the last round of layoffs so we actually needed to identify 4, and the people generally deserved it. within the next year, two of those four were laid off and the other two transferred out of the department to different jobs that were better fits for them. this past year, i actually don't know who the two were who got dinged, but i haven't noticed any additional sulking or discontent. i do know that people here have been working pretty damn hard the last few years because of downsizing and so on, and so the good people seem happier that they are getting some real fiscal rewards finally (bonuses and raises were always joke-ish here previously).
