Ok, so they let you in Ollivander's in groups of about 15-20. Dude comes out and basically does the scene from the first movie. He picks 1 person in the crowd and has them "try out" several wands.

Finally a wand picks that person and everyone is escorted into the store.

So not everyone that goes can have their wand choose them.
