Harry had to die and come back. While it didn't require the Resurrection Stone, it needed *some* plot element. So we've got the Elder Wand (necessary), and a resurrection maguffin (necessary). Toss in the cloak et voila... you've got the Hallows. Mind you, why Rowling didn't leverage the Philosopher's Stone as the resurrection maguffin is beyond me.
