Brilliant idea! Give teachers bonus based on student test scores!
But wait a minute: What about subjects like PE, Music, Art, ESOL, Special Ed?
The only solution they could come up with is to survey the parents. Yes, the parents who don't have time to help Johnnie with homework at night will decide if Coach Smith gets a bonus for doing a good job in PE.
