Project Team Members who deflect - how do you deal with them...?

I inherited this project AT go live. he guy in charge of the technology side of the project is a "deflector". Every time I push back on some issue with the projects technology he always points the finger at the vendor or tries to say my team is doing something wrong.

I have validated my teams work. I have validated with the vendor. Scuttlebutt is this guy does this a lot, hes very cover his ass operating mode.

Not sure who to deal with him, I can only take so much of the load and I have only been here about 6-7 weeks and I am not sure I have the leverage to call him out on his bullshit.

I have very high visibility on this (CEO, CIO and CFO all on my nightly updates) but I am not sure dropping his pants publically in an update is the best solution either
