Have him explain, in face to face meetings with all parties invited, why it didn't get done.

People who deflect *love* the phone. It's not recorded and can't be forwarded to others.

Email is their enemy. Meetings are even worse.

This is sort of Stage 3 in how to get the project accomplished if working with him doesn't bring him around. Done forcefully yet professionally and with some tact will gain you some points as well.
