I find that a project plan in as much detail, with dates for as much as you can put together, keeps everyone honest.
It's tricky because you don't want to turn him into an enemy but if he's not going to do his job he's already your enemy. If doesn't hit his dates it's probably no surprise to people who have worked with him for awhile anyway.
