I wonder if Rob Ryan will be allowed to blitz in Cleveland.

If he is, I'm curious to see how aggressive he'll be.

I think it's a bad move for the Browns to hire the coach before hiring the GM, like it is for any team. I can only assume that they already have a deal in place with Kokinas. Well, for most teams that would be true. Cleveland I can see doing things backwards. I'm also a bit surprised to see them (looking at) hiring another person from the Ravens front office after how things went with Savage. I wouldn't be that surprised to see Kokinas turn the job down. Reasons for going to Cleveland are the GM title and an apparent close relationship with Mangini. Reasons not to go there are that it's a cheap, poorly run organization, he wouldn't have full GM power (that would include hiring a HC, and he's probably gone with Mangini), and he would be leaving what is by all accounts one of the best organizations to work for.
