With the Joseph signing, the Jets can now lower their offer. Who is bidding against them?

I don't see how the Jets have cap room to sign him, but everyone says they do (or will). The teams probably best suited to offer him a lot of cash are Carolina (not a winner), KC (I don't know if he's even considered them), and the Bucs (I think they make a lot of sense, everyone else says there is no way it happens).
