Actually, it's fancier than that. During the local news hour, it will switch to a local news personality explaining the situation to the viewer.

I think it's a very clever device. If grammy is watching that news channel, she probably trusts that newscaster. "Harold! Bob Jones on KXXX says we need a converter!"
