that is, indeed, exactly the issue. my other sites are automatically upgraded with each new wordpress release.

but not this one, because we started with a local copy and didn't set it up to automatically upgrade each time.
also i didn't realize that not upgrading meant that i'm potentially exposing myself to security breaches.
ugh.
