The Zero Sum approach has essentially become the foundation for doing business in Congress and the White House now.

Which is to say that you can't let the other guy have even an inch of success because that means you have to lose an inch. There's no longer a sense that by giving an inch, you too can get an inch.
As a result, the Republican Party (writ large) will never give in to something the president wants, even if they agree.
And the more they do it, the more the Democrats will plan to pay them back at some point in the future.
It will never stop.
